Since you have turned on the notifications in iOS settings, then you need to open Outlook, tap "Settings", you can find that by opening up the left navigation menu and clicking the "gear" icon at the bottom.In the Notification under "Calendar", turn on push notifications there.. Confirmed and replicated the issue on several iOS devices: iPhone 8, iPhone 8 Plus, and iPhone XS Max on the latest version of Outlook.
